An off-highway motorcycle is any motor vehicle used off the roads and highways that has a seat or saddle for the rider and runs on no more than two wheels, excluding a tractor, an electric bicycle or a moped. It counts as an off-highway vehicle when it is not registered and licensed for highway use.

On public lands, a rider under 16 must wear eye protection, over-the-ankle boots and a helmet approved by the US DOT or the Snell Memorial Foundation. A violation is a noncriminal infraction with a fine of at least $100.

On public lands, a rider under 16 must be supervised by an adult and must carry a certificate showing they completed an approved off-highway vehicle safety course. A nonresident under 16 visiting for 30 days or less is exempt from the certificate requirement.

An electric bicycle is a bicycle or tricycle with fully operable pedals, a seat or saddle and an electric motor of less than 750 watts, in one of three classes whose motor assistance stops at 20 mph (Classes 1 and 2) or 28 mph (Class 3). Florida's definition of an off-highway motorcycle separately excludes electric bicycles.
